To Grimoire, or not to Grimoire?

So, the question must be posed:
Should we have a definite, restricted list of spells?
Should we allow anyone to make their own spells, per character?
Should we allow a "skeletal" grimoire, so that it can be used as a basis for others to make/use spells?

Thoughts?

I still protest that generalizations should be made for each "Canon" method for performing magic. "Rules" or more like guidelines should be provided in general for a large overarching form, or specifically if exceptions need to be made. (Simple magic in general being divided up into disciplines like Pyromancy or Hydromancy, or what have you.)

Examples should be given to provide an idea of what is, or is not generally feasible with a given kind of magic, perhaps marking particular levels of note, like "An apprentice level usage of (Firemagicxxx) would start small fires. An adept level usage might allow shapable fire in larger quantities if they use (Firemagicxxx). If a master were so inclined to sacrifice his life in the process, (Firemagicxxx) would allow him to summon a gigantic building-sized beast of flame, that could level a town.

This gives a scale that would allow one to judge the limits either of the magic or their character depending on which would be the limiting factor, not that we do super-godlike powered characters here. But also leave it open for using that power as one might desire, fireballs, flame whips, walls, what have you.

I really think trying to make a single list of all the spells in the world, would be like try to catch all the pokemon in the world...

Just when you think you got it, 100 more or so pop up almost exactly like the original but different in subtle sometimes purely cosmetic ways, but just different enough to frustrate you into chasing after them, only for the process to repeat over and over again until you've eventually realized you've wasted your life...and kill yourself...

So in a word.

NNNNNNNNNNNNNOOOOOOOOOOOOOOOOOOOOOOOO!!!!!!!!!!!!!!!!!!!!111!!!1!!!!!!!

So after giving it some thought, I have decided that a Grimoire is impossible to avoid.

That said, the Grimoire would not contain all of the spells in the world. The Grimoire simply contains a large list of examples so that people get a good idea of what spells actually exist. I find that this is a necessity for the following reasons:

With our current system of magic, our spells are engineered. We have mass/energy components, shape components, and effect components. We can craft a spear of earth and hurl it at our enemies. However, very much the same spell could be cast to raise a large pillar of earth. The only difference is how much mass/energy was used and that the effects were dropped. That spear of earth could also have easily been a simple spike, with the only real difference being how much mass was involved.

With our system, we have a wide array of possibilities that all evolve off of a simple structure. I propose that a list with examples of those simple structures be made such that it is easier for character creation and for new players to understand the application of our magical system.

I mostly bring this up because a large reason why I haven't posted an Inquisitor character I'm working on is because how to go about listing his spells is puzzling.
